Children and young people will be our particular focus for the 5 year life of the Community strategy. It is essential that children and young people are at the heart of the delivery of the Strategy – to provide new opportunities and improved outcomes as our young people move into adulthood. We will engage children and young people actively in the development of our plans to ensure they have the opportunity to influence things that matter to them.
Outlined in the Children Act 2004, Every Child Matters: Change for Children programme is the Government’s vision for children and young people. The aim is to improve outcomes for all children and young people.
On the day the new Community Strategy for the City was launched, the Children, Young People and Parents (CYPP) Delivery Arm of ONE HULL launched its Hull Children and Young People’s Plan 2006 – 2008.
This Plan, a requirement under the Children Act 2004, sets out how that vision – and many other ambitious goals – will be delivered improved outcomes for children and young people across the City – making Hull the family friendly City where no child is left behind.
This is a two year strategic plan for children and young people up to age 19, young people up to 24 leaving care, and young people up to age 25 with learning difficulties. It covers all services for children and young people in Hull.
Our Plan is more than just a vision, as it sets out where we are now, where we want to be and how we will know we have improved outcomes for children and young people.

Whilst Hull City Council has the lead statutory duty to ensure the Plan is produced, this is a City-wide plan for all children and young people in Hull. All local partners, agencies and organisations are jointly involved with and responsible for its implementation.
The Plan builds on effective partnership arrangements already in place and
seeks to secure joint working to improve outcomes for children and young people. This Plan replaces a number of other statutory plans which have previously been required.
Members of the CYPP have been selected to work in partnership to achieve the targets set out in the Community Strategy and create a family friendly City.
To achieve this, the Plan will be supported by six implementation approaches, which will provide detailed actions, targets and performance in relation to the indicators by which we will measure our progress. The Plan will be updated in 2007 for the period 2008-2011.
